Project background

Utopia Island is an initiative of the United Nation High Commissioner for Refugee (UNHCR) for refugees who have been genuinely displaced from their original place of birth due to the effect of war. Utopia is one of the many islands that are inhabited but with abundant natural resources that include fertile lands for agricultural purposes, numerous fishing grounds, and the region has spacious land where various recreational facilities can be constructed. As the refugees take homage in the new lands, the region should be well equipped with recreational facilities that will enable them to overcome their psychological trauma as well as establish a cohesive community amongst themselves. With the United Nation High Commissioner for Refugee (UNHCR) being the overseeing authority of the entire project, the funds for the construction of the various facilities and all the economic activities within the island was raised by selling the satellite island to an international resort chain.

The development of the Utopia islands will be developed in three key stages. The initial stage that is duped as stage 1, entails the construction stage. The stage, that is currently underway as it commenced from the year 2015 to 2017, is purposed to create 5000 units of houses that will house the refugees. Other accommodation facilities that will be constructed in the Utopia include deep water jetty, sewerage infrastructure, administration building, base hospital, communal areas, water reservoirs and distribution system, and schools.

The second stage will involve establishing economic activities that will aid the refugees to get a source of livelihood. The type of economic activities targeted by UNHCR are those that will generate a sustainable income in the long run, and these economic activities include hydroelectric supply, jewelry, pearl harvesting, fisheries, tourism, and agricultural industries. In order to generate enough funds for the commencement of the above-mentioned economic activities, UNHCR will sell the Elysium for AUD $ 50 million. The asylum will be planned and build to promote tourism, with a capacity of approximately 2500 tourists.

According to an agreed business plan between the UNHCR and the resort owner, the plan stipulates that the resort owner will be responsible for the upgrading of the airport as well as employ Utopia citizens in the execution of various projects. Since Utopia will be self-sustaining, it will be responsible for the provision of supply of vegetables and fruits, sea foods, and other agricultural products to the asylum seekers.

Description of Sub Project

The stage 3 project will start as from 6th April 2016 and works towards establishing recreational facilities. The recreational facilities will be located within the volcano regions within the theme park and extreme sports center. The project will involve the construction of treetop adventure course, whitewater rapids course and swimming lagoon, solar gliding activities, instruction and training activities, and event management for the inauguration of the national day celebrations.

Putting into consideration the requirements of stage 3 phase of the project, due to the onset of wet season that will start as from September as depicted by the weather pattern in Utopia, the construction process is planned to last for a period of a month.

Scope Base Line

The scope base line of the project entails building of various recreational facilities within the volcano area main theme park and the extreme sport center (Burke, 2013). The purpose of the recreational facilities is to provide the refugees an arena in which they can interact, heal, and bound after the trauma of war.

  • The Utopian citizen be willing and ready to learn within the allocated time frame.
  • The electricity production and test by the Australian government will be performed and achieved within the allocated time frame.
  • That any changes within the scope of the project will be accompanied by adjustments of the overall time of the project. This will accommodate the effected changes within the project.

Constraints

  • Due to the need to conserve the environment in Utopia, there will not be any use of fossil fuel.
  • As a result of wet season that commences on September 30 to April, there will be limited outdoor activities
  • The consistent need to achieve the long life, loose fit and low energy resolution may prove to be challenging
  • Throughout the implementation phase of the project the inability to use concrete batching will pose some challenges while constructing various facilities
  • The availability of a single mode of transportation to the island, that is, the sea route may cause delays especially when the weather is not suitable for sea transport.
  • The training programs of the Utopia citizen may pose challenges since Utopia citizen have a heterogeneous group of individual with varied educational and skill difference

Time management

Time base line

  • Project duration: The project will be executed from the 6 March 2017 and from 6 April 2017.
  • Time duration of the project will be 30 days
  • The construction is based on a calendar that allows 5 working days per week and two days for the weekend. The construction work will be undertaken seven days a week, allowing for shifts where necessary.

Timeline

The overall project time is based on ‘bottom up’ managerial process (Jeston and Nelis, 2014). The overall scope of the project is decomposed into project work packages that can easily be executed effectively using the allocated resources as well as within the allocated timeframe. The project work package is further decomposed into project activity where cost and time are allocated to the project activities. With the need to effectively execute the project efficiently, speed is a paramount factor for the volcano world project. In order to meet the demands of the schedule, various activities will be concurrently executed following a parallel sequence. Risk of delays within the project is at minimal since most of the requirements to construct the recreational infrastructure will be bamboo which is readily available within the highland. The training of the Utopia may take a long time due to the heterogeneous nature of the Utopia citizens in terms of skills and educational backgrounds.

After performing the PERT analysis for achieving 95% probability, the success of the project was falling short of 4 days. In order to accommodate the four days, the following activities need to be undertaken.

  • Working for seven days, that is, having the Utopia citizen to work over the weekends
  • Hiring more Utopians citizens to complete the required tasks
  • Introducing shifts where workers can work in shifts

In the light of the above observations, a careful consideration is made where the Utopia citizens will be required to work in shifts and over the weekends. Since services will be provided by the Utopia citizens there will be no additional cost to the project.
